Chloe is part of a sibling group of four children that were previously adopted. She has an adoptive twin brother and sister and an adoptive sister. In July 2011, the children’s adoptive mother passed away from cancer and Keyera, Kaily, Skylar and Chloe entered foster care. The agency was then granted permament custody as there were no relatives in the adoptive family that could care for the children. All four children have special needs.
Chloe is a sweet-natured, friendly eight year old girl. She likes to dress in pink and wear headbands and hair clips. Chloe is easily triggered for her aggression. She often will pin down her sisters and hit them on the head. She was asked to be removed from the foster home with her sisters due to her aggression and outbursts. She has to be restrained numerous times a day for little things such as getting dressed for school or brushing her teeth. She requires your full attention and will disrupt whatever is going on if you do not pay attention to her. She is loud, oppostitional, defiant and often has outbursts.She also has little governance over impulses, boundaries and behavior. She has left bruises on her previous foster mom when she has had to try and restrain her from over-reacting. She sees a psychiatrist and her meds have been altered three times. Chloe attends public school and does well in a school setting with no problems reported. She also sees a tutor and attends an after school program. Chloe is on an IEP due to multiple disabilities. She has been diagnosed with Attention-Deficit/Hyperactivity Disorder Combined and Oppositonal Defiant Disorder and is on medications.
Chloe's biological mother gave birth to her when she was 16 years old. She was born on June 1, 2003 at 3:27 a.m. She weighed seven pounds, fourteen ounces. She was twenty-one inches in length. Her APGARS are unknown. There were no complications at birth and her labor was three hours long. Chloe’s mother reported that she did drink caffeine and smoke cigarettes while she was pregnant. She reported not taking any prescribed or over the counter medication while she was pregnant. Chloe and her minor mother were removed from the home in March of 2004. Chloe and her mother stayed in this foster home until May of 2004 at which time they moved to another foster home. Chloe's mother was in a car accident in Nov. of 2004 and died as a result. Chloe was placed in the Permanent Custody of Erie county in Oct. of 2005 and she was adopted. Paternity was never established for Chloe's father.
The siblings all have a close bond and relied on each other growing up for care. Currently Keyera and Kaily are placed together in a foster home that is interested in adopting them. Chloe is placed separately in a foster home that is very interested in adoption of her. Skylar is placed in another home that is able to care for his extensive special needs. The family is not looking to adopt Skylar at this time. The agency is interested in finding an adoptive home to place all four siblings if possible.
